The majority of Iraq are either Shia and the minority Sunni Muslims and they follow an ancient legal system known as Shariah Law which forbids the consumption of alcohol whatsoever. It is widely knows that non Muslim minority groups within the country are targeted and deemed impure so if one were to be seen drunk by police or even by average citizens there could be problems because corruption is a huge problem there, so whether you are 18 or not.
