If it`s a small puppy 8 weeks is the right age, but if it`s a large puppy it can go as early as 6 weeks.
At about the age of month 2 (the latest would be 6 weeks, the earliest would be 2 weeks)
It would be best to go to a pet store and select a shampoo based on recomendations for your breed puppy, and consider age, length of hair, etc.

At this age, the puppy should still be with the mother who will lick the puppy in order to make it go to the bathroom. If the mother is no longer around (which I assume you are bottle feeding if not) you can gently rub the puppy's stomach and back to help move the food down through their digestive system. At this point, their bodies are not strong enough to do so. If the puppy has been constipated for a while you should seek vet assistance.Also...The puppy might be wormy, making it harder for it to "go." Most de-wormer medications recommend the first dose be given at two weeks of age.
You can take a puppy outside at any age just to go potty, but a puppy should have all of it's shots before it meets other dogs or spend long periods of time outside.
No male dogs do not go through heats. Only female dogs go through heats. It is very similar to a human the way this works.
Male cats do not go into heat. Only the females do.
