It depends on what location you are using in each state. Much of North Dakota is in the Central Time Zone as is the eastern half of South Dakota. So if you are in eastern South Dakota and eastern North Dakota, the time in both places would be 10:00 pm. The south western corner of North Dakota and western South Dakota are both in the Mountain time zone, so they would also be the same time, 10:00 pm. Eastern North Dakota at 10:00 pm would be 9:00 pm in western South Dakota. 10:00 pm in western South Dakota would be 11:00 pm in eastern North Dakota.
North Dakota's eastern border is shared with Minnesota and North Dakota's southern border is shared with South Dakota. So both Minnesota and South Dakota would be southeast of North Dakota.
