I think it can survive in sugar water. I tried it once. To me it's got about the same results if you put regular water.

What is a good hypothesis for what effect does watering have on how fast a plant grows for a seed?

My hypothesis is that optimal growth requires enough watering but not too much watering. If the growing plant does not get enough water, it will suffer from dehydration, but if it gets too much, it becomes vulnerable to attack by fungus. For hydroponic gardening, it is sometimes possible to grow a plant in water, with an added anti-fungal agent.

If a watering can holds 4.2 liters and a small plant requires 310 ml of water once every 3 week's how many of the same plant can be watered at once without refilling the watering can?

There are 1000 ml in 1 liter, so the watering can holds 4200 ml. Each plant requires 310 ml of water, therefore, 4200 ml / 310 ml = 13.5 plants. Since we cannot water a fraction of a plant, you can water 13 plants without refilling the watering can.
