Blood pressure varies all the time because of changes in heart beat, which becomes more energetic when it is influenced by adrenaline. Arteries need to have the capacity to expand so that they do not burst, at a time of unusually high blood pressure. So an elastic material is useful, since it has the capacity to stretch without breaking.
