I believe that equal time provision is the same thing as the equal time rule which states that all broadcast stations must sell equal amounts of air time to all political candidates if the station decides to sell any. It makes it so one candidate is not being shown favoritism

The equal time world is a reference to the amount of television time given to political candidates. The political parties are supposed to be offered equal television time.
