In modern times and even in the past, the so-called "off year election" normally saw gains for the minority political party. The Confederates were hoping that the 1862 Union elections would provide more political victories for the War Democrats, the party that was at least not as radical than the Republican Party. As it turned out and as expected, the Republican Party had setbacks for the Republicans. Significant although slim victories by the Democrats in Ohio, Indiana and Illinois gave hope for the Democrats. And the election in Kentucky of a pro-Confederate governor in Kentucky gave hope also to the Confederates, the Republicans still maintained a good degree of control in both the Congress and in state elections. No changes to the Union's war efforts were therefore forthcoming.

From what I can find the Republican party controlled both houses of Congress from 2002 through 2006. In the 2006 elections, Democrats took a small majority of 51-49 in the senate and 233-202 in the House of Representatives which they held for the two years leading up to the 2008 election. Update:In the 1994 midterm elections Republicans regained control of both the Senate and the House of Representatives. The Republicans lost control of the Senate in 2001 by one vote due to Sanders of Vt switching to Independent caucusing with the Democrats. The Republicans regained control in 2003 maintaining a majority in both houses losing control only in the 2006 elections. In both races, none of the candidates won a majority (50%+) as required by Georgia State law, forcing run-off elections to be held January 5, 2021. Senator Perdue's term expires on January 3, 2021, resulting in a vacancy in that seat until the run-off election results are certified.

Although Lee's retreat from Antietam were cause for celebration in the North, the Republicans did suffer midterm losses in the election of 1862. Despite that, the Republicans maintained their majorities in the House and Senate.
Given the results of the last election, there are neither educational requirements for Congressmen nor voters.

The electoral college voting results for the presidential election are officially considered on January 6th, during a joint session of Congress. The Vice President, as the President of the Senate, presides over the session and officially announces the results.
