HorseIsle 2 (also known as LOTE) has not yet been released to the public. It is currently in beta; which doesn't really count as being "released."
Back in January, Joe and Miranda claimed that HI2 would go live in a few months. So, judging by the fact it is four months later and the home page of the site seems to be complete (along with the fact that they've had lots of updates on HI1), HI2 should be coming out soon.
It was released in May 2007. No clue what day.
