Well this will vary according to just those factors that you have listed, speed and distance. For a sprinting horse a Quarter horse is almost unbeatable they can reach speeds of up to 55 mph over a quarter mile distance. For middle distances of 1 to 4 miles a Thoroughbred would be fastest at speeds of 35 to 50 mph. For longer distances of 5 miles or more the Akhal-Teke is faster than the Arabian with a better recovery rate.

That would likely be the Akhal-Teke. It is second only to the Thoroughbred in speed and can cover long distances just as well, if not better than an Arabian horse.
