This is a puzzling question, and I'm left guessing what you mean. When and how might America have had the opportunity or desire to 'choose Germany's fate'? Are you, perhaps, thinking of the Treaty of Versailles (1919)?
Wilson's "solemn referendum" referred to his belief that the next presedential election would determine the fate of the Treaty of Versailles... which actually ended up true, since after Wilson was out of office, the League of Nations and the Treaty in general were both voted down.
The term ratifying a treaty refers to the process of each state deciding the fate of the treaty. It has already been signed but each state then gets a chance to say whether they will accept or deny that specific treaty.
