Laws can originate in the Senate or the House. Once it has passed one side of Congress, it then goes to the other side. Once it has passed both chambers it moves to the White House. The President can do nothing and the law will go into effect after a certain amount of time. Presidents usually only do this when there is a law they want enacted but they don't want their name officially on it. If the President vetoes a law, it then goes back to Congress, where both houses must pass w/ a greater than 2/3 vote to override the veto. And, of course, at anytime the Supreme Court can step in and say that the new law violates the Constitution and/or her amendments. This keeps all 3 branches of the military checked and in balance. Just the way our forefathers designed it.
