Generally, fishing without a license does not constitute jail time. Usually a citation and a fine is sufficient, fine amounts will vary depending on location and/or amount of offenses. It is really doubtful that any state (or country) that I know of will hand out jail time for such a minor offense.About the only area I could see where such an offense might constitute jail time is if the offender is fishing and/or keeping protected game, or using illegal methods to do the fishing.
