The Minister of Magic, Cornelius Fudge, goes to visit the Muggle Prime Minister to alert him to the fact that there has been a mass breakout from Azkaban. The chapter is interspersed with the Muggle PM's memories from the first time Fudge came to visit him.
Then Fudge announces that he has had to resign from his position. Rufus Scrimgeour then comes through the fireplace also, simply to tell the PM that his secreatary, Kingsley Shacklebolt, is a wizard. With that, both Ministers vanish into the green flames.
