You definitely want ESSENTIALS, the best plugin. /spawn is the most valuable command, and you need essentials to do it. It has plenty of other awesome commands.
You can only do this with Bukkit servers. You need the Essentials plugin. After that, you'll find somewhere in the config an option to do this.

On a vanilla server you can use the command /toggledownfall This will, as the name states, will either stop or start snow or rain. On a bukkit server you can install a plugin called essentials that will allow you to set the global weather to whatever you choose. The command for this is /weather <rain, sun, snow>

There is a kit plugin that would allow you to make kits and you can make a beginner kit that allows people to start out with, say, a stone Pickaxe, axe, shovel, and sword. The command would be something like /kit beginner and you would be able to use it only once an hour or so Note*i recommend to get the essentials plugin

download the bukkitserver.jar and make a .bat file search how to make that bukkitserver defently make a txt and type that what you have to do then name it to .bat ... you need to make a plugin folder. that plugin you want to have just put it in there and you have to start bukkitserver and play on it
You could use one of the many websites that you pay for them to host them to host the server, complete with many Bukkit plugins, ServerCraft being one. But if you want to host a server, and start it out from scratch, you could go to the top link in "related links" and download the "Multiplayer Beta Server" at the bottom of the page. It may help to follow a guide as to setting up the server on YouTube.

There are many plug-ins for multiplayer servers but I recommend Bukkit, as it is constantly updated and is very widely supported. You simply download Bukkit and install it on your server, then start puttin' those add-ons in yo' server!
