I belive you get it on a special level after you get Dragon Cave...I think it was called Wyvern Cave on a floor between floor 20 and floor 30. (p.s. you need a key to get it and a Pokemon that can go over water. Examples-Articono,Zapdos,Moltres, Kadabra)
