As of 2021, Twitter allows users to follow up to 400 accounts per day, with a maximum limit of 5000 accounts in total. This limit is put in place to prevent spamming and to maintain a balance between following and followers.

I'm pretty sure there isn't a limit because some celebrities are following over 100 000 people. But if you follow many people at once (I'm not sure what the hourly limit is) you will have to wait an hour until you can follow any more.

At the top right hand corner it tells you how many people you are following and how many people are following you. If you click on those that are following you, they are in order of when they started following you. So, the one at the top is your most recent follower.
