It depends, the Romans had two types of fora (plural of forum): the forum civilium and the forum venalium. The former was the civic centre, the latter was a commercial forum, or market.
The forum civilium was the civic centre and the heart of a city. It had a comitia, which was a place where the popular assemblies met to vote, public speeches were made and public debates took place. It had a senate house. The municipia (the councils of Roman towns) had their own local senate, modelled on the senate of the city of Rome. It had the courts were trials were conducted and administrative offices. It had public buildings (basilicas), shops, entertainments and important temples. In the city of Rome, the Forum Magnum (the Romans called it Forum or Forum Magnum, Roman Forum is a modern term) also had the the aerarium (the treasury) the tabularium (the state archives) and the regia, the residence of the pontifex maximus, the head of the Roman state religion
Therefore the forum civilium was the heart of political and judicial and administrative life. Since several of the city's temples were there, it also played an important part in religious life. Along with the baths it was also one of the main places for socialising. People would also just hang around and play board games outdoors. It was also the place where people gathered for political protests or agitations.
The city of Rome had several fora venalia (plural of forum venalium): the forum boarium (cattle market), forum vinarium (wine market) forum piscarium (fish market), forum suarium (meat market), forum pistorium (bakers' market), forum holitorium (vegetable market) and forum cuppedinis (delicatessen market). Rome also had a number of other small fora dotted around the city whose trade and location are not known.
