Well there is a place where the children 'play in the dirt', just under that place and in the corner there is a pile of leaves. drag your villager there and it will say (blah blah) sees a pile of leaves and he/she will start clearing leaves and when he/she has done clearing the leaves, the fourth milestone will be opened.
