Yes, it will fit, as they are both D-series motors. However the 95 Civic has a hydraulic clutch, and the 90 crx is just a cable clutch. Also, the 90 CRX motor is OBD0 and the 95 Civic is OBD1.

many parts are interchangable but some dont like for example 90 crx tailights will not fit on a 88 cause the 88 crx has bigger tailights while 90 has thinner. another example is the seat ralings are different but u can use the 90 seats if u swap the railing for 88 etc.

Not sure if it is the same as a 1990 crx but the fuel pump is in the gas tank. You will have to drop it and it is on the top side. As for relay a good way to test it is turn the key until all the different lights come on in the dash. Let it stay on and see if the engine lights goes off or stays on. If goes off the relay is good if not then you need to replace. I had this problem w/my 90 rex and that is how I determined it was the relay switch. Have not had a problem since. That was over 3 yrs ago.
