I understand that the gasoline filter on a 2003 Pontiac Vibe is in the fuel tank, and seldom needs replacement

Probably not. My 2009 Vibe won't run it and since the 2010 was the last year model, I doubt seriously that any major modifications were made to the Vibe. I believe all GM vehicles that run E85 have a yellow gas cap, and an E85 sticker on the inside of the gas door (and a FlexFuel decal on the car somewhere?).
Dollars to donuts it is 3500 pounds.

If it's like my 2006 Vibe, the fuel filter and pump are one unit and it's located inside the gas tank.
If it is a Flex Fuel vehicle, YES. If not, NO.
NO! As far as I know the Vibe is NOT a Flex Fuel vehicle. If it is Flex Fuel and can burn E85 it will have a label affixed to the vehicle somewhere. Do NOT use E85 in a non Flex Fuel vehicle.
