Got ya a prize..the TD's and TN's is the most solid motors made...run 24-1 oil...
That said, 28 is a 52/3..someone here or I will later get ya the current year as ya gave the S/N)
I would HIGHLY suggest popping the Flywheel, ...coils probably cracked and junk..known prob....pop the lower too, impeller easy change..
Stick with this thread on it...we (and me) are old Johnny lovers....we can get ya up and smoking ..( also do a compression check...and post it..Good Luck..

Johnson and Evinrude outboards manufactured prior to 1965 require a 24:1 ratio.
The 1975 year model, 100 hp Evinrude, requires a 50:1 fuel to oil ratio.
I have a 1972 85esl72 Johnson outboard motor and I use a 50:1 ratio.
Evinrude and Johnson outboards prior to 1965, require a 24:1 ratio, so the 64 model would be a 24:1 fuel to 2 cycle oil mix.
