The Fuhrer's name is Bradley, which is his last name. He is mostly referred to as King Bradly, but that isn't necessarily his front name, it might just be a title.

"Barry the Chopper," the name of the butcher, appears several times over the entire Full Metal series. His first appearance is, as you said, where he attempted to kidnap Winry in an effort to than capture the Full Metal himself. This appearance is in the first season of the show.
