Yes, a rasp is a farriers tool. If you wanted you could also buy one at a place like tractor supply. It is basicly a giant nail file that shortens and shapes the horses hoof.

A rasp is really just a rough file and I've never seen it as a particularly 'unsafe' tool. -As long as you hold it firmly at each end and move it smoothly over the object you are filing, then it should be safe.
