The collector is a detector, where charged mass fragments are counted, as they strike it. The collector/detector passes an electrical signal, proportional to the number of charged ion incidences, to counting electrical circuits, which measure the current strengths, and sum them per mass weight. The output shows, in a serial, numbered fashion - the relative strengths, or abundances, of ions detected for each mass weight.
The Dempster collector, being an early mass spectrometer, did not have a mass filter, and collected both positive and negative ions. Later developments in mass spectrometry focused on positive ion collection, as being most analytically useful, because the fragmentations could be more easily predicted. The mass filter was invented, (by?), which actually filters out negative ion radiation; and was implemented to purify the collector input into positive ions.
