It is simply another way of networking using infrared technology, similar to how a remote control for the TV transfers information to your digital box. It can connect to any kind of peripheral that supports IRDA such as a printer or another computer that has IRDA capability. It is limited in distance and by the angle that separates the 2 devices. Just like a TV remote it can't go through walls or may be less effective at long distances. It is simply a wireless way of transmitting data short distances, at slower speeds and can be thought of as just another port for connecting peripherals to a computer.
