put each photo on a differnet layer with the top photo the one you want to be transparent - then use the opacity slider in the layers pallet to adjust amount of transparency (or opacity) on the top photo layer - 50% is an equal blend of both photos and 100% is no transparency - make sure the you have the correct layer selected when adjusting opacity (the top one)
