The Barangay Appropriation Committee Chairman is responsible for overseeing the budget preparation process, reviewing financial documents, and ensuring that funds are allocated appropriately. They also have the authority to propose changes to the budget and present reports to the barangay council on budget matters.
No one answer. The Tanod (watchman) performs policing functions in the village. The answer would depend on the individual Tanod- skills, training, need, and the laws that govern that Barangay.
A Barangay Tanod is a local volunteer who has been deputised and received some training to be a Tanod. They carry out basic security functions under the auspice of the Barangay Captain for their barangay. This is likely to include basic police functions from arrests, traffic control, keeping the police although the post is quite flexible dependent on the context of the barangay in which they work. From what research I have recently done they do not tend to carry firearms but sometimes they do, on occasion without a license and therefore are unlikely to have training in it. More often they will be armed with a baton, often made of rattan. Barangay Captain or Punong Barangay and tawag sa namumuno sa isang barangay.
There is no Republic Act (or an approved bill) that specifically created the position of a "barangay tanod". But, according to The Local Government Code (R.A. 7160), it is within the purview of the local government units to create appointive positions in their jurisdictions for specific functions. It is in this implied provision that barangay tanods were created.

You may get it from your barangay or in the municipality or city where you reside. I suggest, get it from your barangay through the barangay treasurer, since your barangay will be entitled to 50% share. Otherwise, if you get it from the municipality or city, there will be no share of the barangay. Support your barangay!!!
