The gap is 0.030 in. The plug is Champion RJ19LM. The torque is 7-15 ft.lb
remove it, get a new one and find out what the gap setting is for the one you replace/ your size engine
does it have spark to the plug if not the part you might check would be the coil or the electronic start module probably the latter if it is a newer mower or of ots older then the coil magneto usually dont go bad could be a bad gap between the coil and the magneto if its an older mower could be a bad set of points if its an older mower point gap could be bad spark plug could be bad as I don't know exactly what the lawn mower is doing hard to tell what is wrong
On most lawn mowers there is no timing - they have the flywheel set, as long as the shear pin is in place, it will put the magnet by the coil at the proper time to fire. The points are run by the gap (you set the gap on the points) and the pin pushes the points open at the proper to fire. The only setting you have to do is the gap on the flywheel to the coil and the gap on the points.
The gap should be between .006 and .010 if it has aluminum clylinders. The gap should be between .010 and .014 if it has cast iron cylinders.
you can go to any parts store and buy a feeler gauge for a couple of dollars. use that to set the air gap between the coil and the flywheel. use the oem specs
