All Evinude 2 stroke motors (which a 1986 would be) after the year 1964 are mixed at 50:1. Middle to Late 50's to 1964 was 24:1 and prior to that was 16:1. If unsure always error on the side of caution. The older motors were built loose with less sophisticated internal parts so the extra oil, besides providing the extra needed lubrication, also is needed to reach full compression.

The oil/petrol mixture is 50:1 for the evinrude motors
I recently purchased a 1987 Evinrude E40TLCUD Which was changed by a local small engine mechanic last year. It takes a gas oil mixture now. Problem is, I don't know what the ratio should be. I do know it can be altered.
Fuel to oil ratio on this engine is 50:1

needed to know what is the proper fuel &oil mixture for a 60hp HJ out board
