All of Shinx's moves are not effective against Primal Dialga. (Its Steel-type is strong against Normal and Dark-type attacks and its Dragon-type is resistant to Electric-type attacks.) I suggest using thrown items or Blast Seeds to inflict some damage toward Dialga. If your partner (assuming Shinx is your Hero Pokemon) does have moves that do double the damage, perhaps using Scary Face or Leer to lower its speed and defense for your partner will be the best choice for a situation like this one. Like mentioned above, you can still use Gravelerocks, Rare Fossils, and Blast Seeds if you want to fight him offensively.
