"Historical context" can be interpreted in two ways:
In a literal sense - the story takes place in roughly the mid-1900s as demonstrated by the technology and events mentioned.
Since the story is an allegory for the Russian Revolution of 1917 creating the Soviet Union and events in the Stalin era, its historical context would be from just prior to the Russian revolution (pre-1917) up to just before WW II or up to when it was published (1945) depending on your perspective. Since no allegories to the war appear in the book, it might be argued that it ends prior to the war, but Orwell was deeply troubled by the cooperation of the Allies with Stalin during the war and very critical of Stalin, it can be argued that the end of the book was meant to reflect the cozy relations between Stalin and the Allies at the end of the war.
