Well you see, as people grew older, left school and entered university, the government noticed a significant decrease in the population. People weren't reproducing. It wasn't because of money or time, just simply because they didn't know how to.

Most people were not discovering the purpose of their generally undersized genitalia until their mid-life crisis through experimenting. People then decided that it was necesssary to teach sex education in school to make sure the population increase.
