As Baptism is a Sacrament it must be administered by a priest to be licit. However, in an emergency anyone who is baptized can administer baptism provided water is poured over the head of the person three times while saying:
"I baptized you in the Name of the Father, and of the Son, and of the Holy Spirit."
Please see the link below for more information.
In the Protestant church, the priest anoints the candidate with holy oil, making the sign of a cross on his/her forehead. Then, at the font, the priest says, "(the candidate's name), I baptise you in the name of the Father," at this point the priest dips their hand in the holy water and touches the candidate's head, "and of the Son," the priest repeats their previous action, "and of the Holy Spirit," they repeat the action again, "Amen." Then the priest gives the candidate a baptismal candle to remind them that Christ is the light of the world.
In the Catholic church, the usual order is anointing of chest with the oil of salvation. Then the blessed water is poured over the head (as a minimum). It must be poured three times (Father, Son, Holy Spirit) using a shell or with hands cupped or equivalent. The word "Amen" is not said after the third pouring. Then the forehead is anointed with the oil of chrism. Then the candle is given.
