During early puberty most boys will notice that when their scrotum gets loose and sweaty it can stick to their leg, this can be quite painful. Later as the covering of pubic hair grows on their scrotum it acts as a cushion between the skin of the scrotum and the skin of the thigh thus preventing them sticking.
