People who are highly educated are more likely to vote as are older people, women (slightly), those who are married and government employees. These groups have different views on certain policies, for example, older people would support funding of social security. Through polling, those in office can roughly tell who voted for them, and, wishing to maintain their positions, appeal to the wants and needs of their voters.
