A snapshot is used to test an upcoming update and is a public pre-release to the next update. To install a snapshot, you must replace your minecraft.jar in your .minecraft\bin folder. It seems it averages around 3 months. It's been updated in little as 1 month and as long as 5+ months.

When you open minecraft on the login screen click options and click force update then click ok. Now just log into minecraft and it will force update.

Probably because it was a bug. Notch will probably fix that in a later update.
