The Law can be vague about this. But most of the time "NO permit is required" because there is no powder or firing cap involved. Therefore the ATF doesn't require a permit or even consider the BB gun a weapon. However local laws do (At Times) cover the use of air guns locally. So even if the Feds say "No" local laws may say, "Yes." Some states require a permit to oun and air gun or to purchase an air gun. Most states don't.
As for shooting you have to check with the local government (City or state or county) to find out what is legal.

A regular BB gun can not shoot air-soft pellets. BB guns shoot a .175 BB. Air guns shoot a much larger 6MM BB.
There are bio degradable bb's for Airsoft guns but not for real BB guns.
