If you mean a "Municipal" or "City" council, the head is called a "Mayor" who is elected by the councillors from amongst their own ranks.
Prior to the shake up of Municipal councils in the mid 1990's, the elected head of a "Shire" council was known as the "President of the xxxxx Shire Council". Similarly to a Mayor, the President is elected by the councillors from amongst their own ranks.
