The least dangerous part of/on a hurricane is the eye of the hurricane. The eye is located at the very CENTER of the hurricane, where if you can see from space at a far distance, it is where the hole in the hurricane is.

Many hurricanes cause no damage at all because they never hit land. Some can achieve category 5 status and never cause damage for this reason. They simply go through their life cycle entirely in the ocean.

Any minimal category 1 hurricane would qualify. There have been a number of storms that have only briefly become hurricanes, with sustained winds barely reaching 74 mph.

If winds do not reach this speed then the system is called a tropical storm, not a hurricane.

There is no single hurricane that can be said to be the weakest. There is a minimum intensity level that a tropical storm must reach to become a hurricane (winds of at least 74 mph) and a manystorms have barely reached this level.

A Category 1 Hurricane. If lower, it's called a tropical storm or depression. With Hurricanes, it's about wind. Wind has to sustain at least 74 mph.

For the Atlantic Basin it was 1982 with only 2 storms reaching hurricane strength.

For the East Pacific Basin the record low was in 2010 with 3 storms reaching hurricane strength.
