i am not positive but i believe it is because from long range you are not likely to be seen, you do not disrupt anything which may ditur the the target, aswell it is easier to watch the target and gives you an overview of the area

Anything less than 150 is great. In this case, 149 is the highest number that still falls within the desirable range.

They'll almost certainly be at any outdoor range. Ultimately, it's the determination of the range owners. It may not necessarily be illegal (at least under certain conditions), but it's doubtful you'll find ranges which will allow them.
