Do you honestly expect the government to care how old you are to date? There is no legal age for that, but it usually happens at thirteen-ish, at a conservative estimate.
My simple opinion is this, most teens should date in their age range because of the risk of abusive relationships, moving to quickly and getting serious too quickly.
