Its about a turtle with total control over places he saw with he's eyes.
"Yertle the Turtle" by Dr. Seuss is a story about a turtle king who becomes tyrannical and power-hungry, climbing on the backs of other turtles to reach higher levels of authority. The moral of the story is a cautionary tale against abusing power and mistreating others.
With Yertle the king turtle, now being king of the mud for that's all he can see, and Mack, the turtle at the bottom of the stack, taking Yertle's rock throne, and king of the pond.
The lesson is to be content with who you are and not to be power-hungry or mean to the turtles (or people) around you. We all depend on each other.

Yertle, the king, was mad that Mack, the bottom Turtle, wasn't willing to sacrifice more for his glory. The the bottom guy was getting crushed, all to "beautify" the top guy's view (of himself and the world).
