I believe you are talking about Redd's shop in the city. to get the invintation to Redd's one of your friends can give one to you if they have an extra. if they don't the only way to get an inventation is for someone in your town to give you one. They jsut randomyly give you one and i don't think there is any way to make them give you one. its something to research more....
When someone gives you an inventation you have to take it to Redd's shop and show it to him. Be prepared you have to pay 3,000 bells to go in for the first time.
Just to let you knwo Redd rarely has good stuff. He only sells three things a day. His shop is jsut a little hole in the wall.
