There is a link on most pages 'Become a Supervisor' - simply click the link, and it will take you to a page that tells you what the criteria is fro being a supervisor. Your past contributions will be checked to see how you have behaved so far (for example if you've violated the Terms of Service). Assuming you're 'clean' - an existing supervisor will respond to you. I, personally didn't need to ask to be a supervisor - I was invited to apply.
The Supervisor Forum link should show on the left. If you do not have that link and you have been a supervisor, contact one of the Community Assistants through your Message Board.
You can't. Only those with supervisor powers and above can remove pages. If you feel there should be something removed - contact the category's supervisor(s).

First of all, you must be an Answers.com Supervisor. So if you are not one, you can not access it. Supervisors: You should be able to click the link on the blue bar to the left. It should say: My email If that does not work, try asking another Supervisor for a link to the email. (I did not put link for the privacy of Answers.com)
