Saint Luke was an evangelist and not an apostle. He is credited with writing one of the four gospels and the Acts of the Apostles.
There is no biblical record of Jesus ordaining Paul as an apostle himself on Mount Sinai. The location of Paul's ordination as an apostle is not specifically mentioned in the Bible.
The book of Acts was written by Luke, while he was in Rome staying with the Apostle Paul.
Arguably the whole of the Acts of the Apostles is about the apostle Paul, but the second part is certainly about Paul.
