drainplug is on bottom of oil pan, filter on side of block
the filter is sitting on the top of the engine under a black cap.... the drain is yellow and behind the black cap about half inch down.

The 2003 Ford f250 did not come with an air cabin filter. There was a dealer install option but very few were ever put in.

what model f250 diesel are you referring to the 7.3 powerstrokes have fuel filter on top of engine. 6 lit engines have filter lower down in fuel line, so it depends which model and which year the 2008 6.4 dual turbo has a pre-filter / water separator on the underside of the truck - under the driver side floor board. A second / final filter is on the top of the engine near the front. It is near the oil filter housing. Ford says to change the two at the same time. You should also drain out the water separator every month or so. (in particular in the winter when the colder weather can lead to condensation in the tanks / line) It has a lever to pull out and you only need to drain about a tablespoon of fuel get all of the water out.
