The tides of the earth's oceans are caused by the attraction of our moon on the planet, the attraction of the earth's water towards the moon (on the near side), the inverse-square law of distance vs. acceleration, and the earth's rotation.

Because of the inverse-square effect of gravitational attraction, the moon has more attractive force on the overall earth than it has on the water on the far side of the planet. The net effect is to repel the water on the far side of the planet.

By the way, the higher tides do not occur directly 'below' the moon but later in time due to inertia. This delayed bulge occurs not only to water, but also to the earth itself.
