Currently, the lowest level dungeon in World of Warcraft is Ragefire Chasm (RFC). You must be level 9 in order to get in there, but you must be a little higher if you are an Alliance character as the minimum level is 15 using the Dungeon Finder, which is the only way to get there as a low level alliance, unless you are lucky.

Why do you always end up on the lowest level instance in WOW?
If you mean you always get the lowest level (green colored) instances in the dungeon finder, this is usually because the game will either: a) put you in the queue where the most other players are So, a lot of other players are high enough level for your green instances, but are lower level than you and can't enter the highest level one. b) Others queue for a specific dungeon, which happens to be green for you. If you really want to skip that dungeon and do another, the only way to be sure is to not do a random dungeon but pick one in the dungeon finder. You will not get any rewards for doing a random dungeon at the end, but you will see new instances.
