It depends on if you're talking about the tack for the horse or equipment for the rider. For the horse you need a bridle at least. If you like to ride bareback you won't even need a saddle. If you do ride with a saddle you will of course need one and a quality saddle pad. This protects the horse's back from the saddle. Don't skimp on the pad. You want your horse to be as comfortable as he can be.
For the rider you need good, safe footwear with the regulation heel so as not to get a foot through the stirrup and possibly drug by a runaway horse. And you need head protection. The better, safer helments will cost a little more but will be worth the extra money if you fall.
