The frontal lobe, also know as the frontal cortex, is the part of the brain that controls your wise and smart acts. It also controls your flight or fight reflex. Men's frontal cortex doesn't fully evolve till they are at least 23 but Woman's frontal cortex is fully evolve when they are 18. That's why college-aged women generally are more mature then guys.
The functions of the frontal lobe are typically referred to as "executive functions". Some examples of these are:
Working memory, the ability to hold something in mind (mental arithmetic, a phone number)
Decision making, choosing from among several options based on goals, rewards, and other criterion
Problem solving, carrying out specific strategies or learning rules in order to reach goals or execute some set of actions

It depends on what you mean by function. Can you live without a frontal lobe? Yes. You can carry out basic functions without a frontal lobe, including eating, sleeping, moving, etc. As the frontal lobes control executive functions (planning, strategies, social awareness, etc.), without a frontal lobe you would not have these abilities and your personality would be different. Many mammals have small frontal lobes and as a result usually do not engage in the higher level cognitive functions listed above.
